The committee member said the biggest obstacle is the fact that several stadiums have iron-clad leases that mandate 10 NFL games be played in them per year. The leases don’t stipulate that they be preseason or regular-season games — just that 10 games be played.
The expanded playoff suggestion would work for those teams in the playoffs. But suppose the Cleveland Browns Stadium lease requires 10 games and the Browns fail to make the playoffs and make good on only nine games (one preseason, eight in regular-season)? The lease would be violated.
The committee member said that approximately 15 NFL stadiums have the 10-game requirement, and several of the agreements have 10 or more years to run.
